Not An Ordinary Campus, UT Proves to Lead The Transformation of Indonesia’s Digital Education

Universitas Terbuka, April 28, 2025 – Universitas Terbuka (UT) affirms its commitment to presenting increasingly rooted digital-based education innovations, not only in Indonesia but also in the global market. This consistency is strengthened through the management of the Indonesia Cyber Education (ICE) Institute, a leading online learning platform that currently plays a strategic role in supporting the transformation of higher education in the country. 

In an audience with the Secretary-General of the Ministry of Higher Education, Science, and Technology (Kemdiktisaintek), Togar Mangihut Simatupang, on Tuesday (April 22, 2025), the Director of ICE Institute, Rahayu Dwi Riyanti, outlined the institution’s various achievements over the past four years. Also present were the initiator of ICE Institute, Paulina Pannen, and officials from the Directorate General of Higher Education and Research Development. 

On this occasion, ICE Institute affirmed its readiness to strengthen the priority programs of the Directorate General of Higher Education, including improving the skills of 10,000 lecturers through online learning schemes. This program is expected to accelerate digital adaptation among educators and improve overall academic quality. 

Not only focusing on the development of educators, ICE Institute is also building a National Credit Bank system. This initiative aims to record students’ academic credits nationally, thereby supporting cross-university mobility throughout Indonesia. The presence of this system is considered an important foundation for realizing a more flexible and integrated higher education ecosystem. 

As part of ongoing innovation, ICE Institute is also initiating a Pre-University program. This program is designed to equip prospective students with basic knowledge before entering university, addressing the need for more equitable academic readiness across Indonesia. 

The meeting also discussed support from the Asian Development Bank (ADB) through the Just Transition program. This collaboration focuses on developing research-based learning and sustainability principles, in line with global education trends that emphasize green and digital transitions. 

Responding to these various breakthroughs, the Secretary-General of Kemdiktisaintek expressed full support, including plans to provide appreciation for lecturers actively teaching on the ICE Institute platform. According to him, recognizing the contributions of lecturers is an important step to accelerate inclusive and innovative digital education transformation. 

Furthermore, UT, through ICE Institute, is also actively expanding its reach internationally. One strategic step being taken is participation in the ASEAN-China Digital Education Alliance forum. This involvement is expected to broaden cross-country academic cooperation networks, opening opportunities for the exchange of knowledge and best practices in digital education. 

Looking ahead, ICE Institute, together with ADB, is also preparing a policy brief on microcredential programs. This initiative aims to formulate higher education policies that are more responsive to industry needs and global technological developments. 

Since officially being managed by UT in 2019, ICE Institute has continued to grow rapidly from an initial initiative of the Ministry of Research, Technology and Higher Education in 2017 into the largest online learning marketplace in Indonesia, but also increasingly recognized internationally. 

These steps affirm Universitas Terbuka’s position as a pioneer in digital education innovation, while also opening a new chapter in providing access to quality education for all, anywhere and anytime.
