In response to these challenges, Universitas Terbuka (UT) Pangkalpinang and the Regional House of Representatives (Dewan Perwakilan Rakyat Daerah – DPRD) of Kabupaten Belitung have established a shared commitment to expanding access to higher education for the local community. The initiative goes beyond strengthening institutional ties, it seeks to create greater opportunities for the people of Belitung to enhance their knowledge and skills without sacrificing their jobs or daily responsibilities.
The meeting, held on Sunday (July 6, 2026), marked the beginning of a series of collaborative programs designed to increase higher education participation while strengthening the quality of human resources in Kabupaten Belitung.
Underlying the partnership is a shared understanding that regional development depends not only on infrastructure and economic growth but also on the quality of its people. The broader the community’s access to higher education, the greater the opportunity to cultivate a generation capable of innovating, adapting, and contributing to regional development.
This shared vision will be realized through collaborative initiatives, including higher education outreach programs, educational literacy campaigns, human resource capacity-building efforts, and various academic activities tailored to the region’s development priorities.
For the people of Belitung, the collaboration also sends a powerful message: opportunities to pursue higher education are becoming more accessible. Through UT’s flexible distance learning system, people from diverse backgrounds, including civil servants, entrepreneurs, high school graduates or their equivalent, and members of the general public, can continue their education without leaving behind their existing responsibilities.
UT Pangkalpinang Director Unggul Utan Sufandi, S.Kom., M.Si., emphasized that education is a long-term investment that will shape the quality of future development. Expanding access to education, he said, is therefore a shared responsibility.
“We believe that education is the best investment for the future. Through our partnership with the DPRD Kabupaten Belitung, we want to ensure that more people have the opportunity to pursue higher education without being constrained by distance, time, or work commitments. We hope this collaboration will produce more competent human resources capable of driving regional development,” said Unggul.
According to Unggul, the flexibility of Universitas Terbuka’s learning system enables anyone to continue studying without having to sacrifice their career or other daily activities. Such a learning model has become increasingly relevant as people are expected to continuously improve their competencies in the face of rapid change.
The commitment has also received strong support from the Chair of the DPRD Kabupaten Belitung, Vina Cristyn Ferani, S.E., S.H. She believes that improving educational quality is a vital investment that will shape Belitung’s future development.
“I encourage everyone in the Bangka Belitung to study at Universitas Terbuka because its flexible learning system allows students to study anytime and anywhere. Even those who are already working can continue their higher education. Let us make Kabupaten Belitung a platform to promote and advance Belitung toward a better future,” said Vina.
Looking ahead, the collaboration is expected to achieve more than an increase in higher education participation across Kabupaten Belitung. It also aims to foster a culture of lifelong learning, strengthen the competencies of government officials and the regional workforce, and develop human resources equipped to respond to technological advances and the evolving demands of the labor market.
