Collaborating with USK and Pemkot Malang, UT’s service for 29.000 Students Can Be Accessed through Mal Pelayanan Publik

Tangerang Selatan, 29 June 2026 – Universitas Terbuka (UT) has its own way of opening the series of graduation ceremonies for the current semester period. Instead of immediately holding the graduation procession, the pioneer distance learning university deliberately combines this sacred moment with the signing of a Memorandum of Understanding (MoU) with several new strategic partners. This unusual step was taken by UT for a strong reason, which was to immediately reinforce the atmosphere of graduation with concrete actions in strengthening resource sharing across institutions, in order to produce capable graduates while also expanding access to quality higher education without borders across various regions in Indonesia.

This meaningful graduation series was officially opened through an academic seminar held in a solemn atmosphere. The meeting successfully brought together an ecosystem of ministries, local governments, and leading universities to produce alumni who are ready to transform into champions in society.

This academic seminar was highly dynamic and visionary. It was officially opened with direct briefing from Prof. Ojat Darojat, M.Bus., Ph.D., the Deputy for Coordination of Education Quality Improvement and Religious Moderation of the Coordinating Ministry for Human Development and Culture (Kementerian Koordinator Bidang Pembangunan Manusia dan Kebudayaan – Kemenko PMK), who is also a former Rector of Universitas Terbuka, providing additional motivation for the graduates. He emphasized that the seminar theme on creativity, innovation, and integrity was designed to ensure alumni are able to deliver real benefits to society.

The commitment to maintaining academic integrity was demonstrated by UT through digital innovation in its examination assessment system based on Artificial Intelligence (AI). This AI system functions as a supervisory assistant to detect movements in real time. This global-standard digital protection removes public doubts and proves that the quality of distance learning at UT remains strictly maintained wherever students are located.

As tangible evidence of expanding access to knowledge that increasingly benefits the public, UT formalized major cooperation with Universitas Syiah Kuala (USK) Aceh and the Government of Malang City (Pemerintah Kota – Pemkot Malang). The synergy with USK Aceh has strong value as it combines the strengths of the two State Universities with Legal Entity (PTN-BH) focusing on joint research and the improvement of institutional digital management.

Meanwhile, the partnership with the Pemkot Malang is designed as a strategic solution to increase the Gross Enrollment Rate (GER) of higher education in the region. The most notable breakthrough from this cooperation is the integration of UT administrative service counters into the Mal Pelayanan Publik (MPP) of Malang. Through the presence of UT services at the MPP Malang, around 29,000 UT students in Malang can now handle all academic administrative needs instantly, quickly, and hassle-free.

In a joint press conference with national media, the Rector of Universitas Terbuka, Prof. Ali Muktiyanto, S.E., M.Si., explained that UT is highly inclusive for all groups. Responding to issues of many prospective students in Indonesia dropping out of conventional universities due to high tuition fees, Prof. Ali emphasized that UT is a concrete solution because of its very affordable study costs.

“At UT there is no such thing as dropping out, our registration is open all the time because the system is flexible. In fact, this year UT is allocating up to 20,000 national scholarship quotas with a budget of 15 billion rupiah,” Prof. Ali stated. UT is committed to ensuring that talented individuals from various professional backgrounds, including workers, civil servants, and village officials, can still access quality higher education without economic barriers.

This leap in innovation and inclusive partnerships promoted by UT is organically aligned with the global Sustainable Development Goals (SDGs). Particularly SDG 4 (Quality Education) through equitable and adaptive access to higher education, and SDG 17 (Partnerships for the Goals) to accelerate human capital development in Indonesia.
