Ready to Lead, Accountable and Transparent Public Information is The Foundation of UT’s Management

Tangerang Selatan, July 10, 2025 – In an era demanding transparency and easy access to everything, Universitas Terbuka (UT) continues to demonstrate its real commitment as a digital-based state university open to public information. This is proven by the organization of the UT Public Information Disclosure (KIP) Workshop themed “Realizing a Transparent and Accountable Higher Education Institution through Strengthening the Role of PPID.” Through this workshop, UT reaffirms its role in promoting a culture of transparency and accountability, especially within the academic environment. 

This hybrid event was held on Thursday, July 10, 2025, at the Quality Building Hall, UT Central Office, and via Zoom Meeting. The workshop featured speakers directly from the Central Information Commission (KIP) of the Republic of Indonesia as main speakers: Fb. Fx. Handoko Agung Saputro, S.Sos., Head of Institutional Relations and Governance, and Siti Ajijah, S.H., M.H., an Expert Staff. 

The workshop was attended by the Rector of UT, Dr. Mohamad Yunus, S.S., M.A., Vice Rectors, Faculty Deans, Head of Institutions, other Leaders, and PPID (Information and Documentation Management Officer) Liaisons from UT Central and Regional Offices. Participants engaged in two in-depth discussion sessions regarding the strengthening of public information services and the strategic role of PPID. 

The series of events began with the Main PPID Report delivered by Prof. Rahmat Budiman, S.S., M.Hum., Ph.D., Acting Vice Rector for Research, Innovation, Cooperation, and Business at UT. Prof. Rahmat Budiman stated that as the 45th State University to adopt an open and distance education system, UT continues to strengthen the role of PPID in realizing good governance. 

He explained that in 2024, UT had implemented various strategic steps, including regulation establishment, supervision, public education, and continuous evaluation. These achievements led UT to obtain a score of 83.94 in the Public Information Disclosure Monitoring and Evaluation by the Central Information Commission, categorizing it as “Towards Informative.” 

In 2025, UT targets further strengthening through digital information updates, appointing PPID liaisons in all work units, improving inclusive services, and developing mobile applications. These steps demonstrate UT’s seriousness in building an open campus that is transparent, responsive, and oriented towards quality public services. It is hoped that these strategic steps will lead UT to become an open, accountable institution, and achieve the “Informative” predicate in 2025. 

In his address, the Rector of UT, also as the PPID Superior Officer, Dr. Mohamad Yunus, S.S., M.A., stated that information disclosure is an important and fundamental part of university governance. Furthermore, Dr. Mohamad Yunus also conveyed that as a campus spread throughout Indonesia and even abroad, UT views information disclosure not only as fulfilling legal obligations but also as a means to strengthen public trust in inclusive and competitive educational services. 

In line with the theme of this workshop, Mohamad Yunus invited all academic communities to collaborate and synergize. “I invite the entire academic community as a moment of consolidation, collaboration, and collective reflection, to build a robust, adaptive, and globally competitive UT public information system,” said Mohamad Yunus. 

“Let’s build Universitas Terbuka not only to excel in the flexibility of distance education services but also as an open, accountable, and publicly trusted higher education institution through excellent and sustainable information governance,” added Mohamad Yunus. 

The first session featured Handoko Agung Saputro, S.Sos., with the topic “Affirming the Commitment of Public Information Disclosure in Higher Education in Optimizing Public Information Services.” Guided by Ali Tarigan, S.E. as moderator, in this session, Handoko invited participants to reflect on the urgency of public information disclosure in supporting excellent services to the community. 

“I am happy and feel challenged when I am in a Higher Education environment. I hope Higher Education institutions become the vanguard of public information disclosure,” said Handoko. 

Handoko also emphasized that public information disclosure is a necessity and invited all UT academic communities to implement it more maximally, especially regarding public information disclosure. 

“Awareness of the importance of transparency is not only a legal mandate but also a reflection of professional governance responsive to public needs,” said Handoko. 

As a public body, higher education institutions are obliged to compile and provide a Public Information List (DIP), manage an inclusive information service system, and actively increase the capacity of PPID at all levels. 

“I hope UT becomes a pioneer in public information disclosure efforts,” Handoko asserted at the end of the session. 

Next, the second session’s presentation focused on providing insights to PPID liaisons at UT Central and Regional Offices by Siti Ajijah, S.H., M.H., Expert Staff of the Central Information Commission of the Republic of Indonesia. The material titled “Implementation of Public Information Service Governance and Strengthening PPID within UT” was presented interactively by Dr. Maya Maria, S.E., M.M. as moderator. In her presentation, Siti Ajijah encouraged the importance of strengthening the role of PPID at every level as the spearhead of information disclosure within the campus environment. 

She explained that with the strengthening of PPID capacity within UT, public information services are expected to be more professional, responsive, and in line with the principles of good university governance. This is also an important step towards UT as an informative, inclusive, and accountable digital campus. 

“The hope is that PPID will be the main mouthpiece in conveying information to the public, so that information coming out of a public body is of one voice,” said Siti Ajijah. 

This workshop is a strategic step for UT and also serves as a forum for synergy and alignment of perceptions among PPID liaisons from UT Central and Regional Offices to optimize public information services in the era of digital transformation. This activity is also in line with the spirit of bureaucratic reform and the achievement of the Sustainable Development Goals, especially goal number 16 on peace, justice, and strong institutions.
