Since 1984! This is UT’s Journey of Providing College Access For All

National Education Day (Hardiknas) 2025 marks an important moment to celebrate the journey of Indonesia’s education world. One higher education institution that has made a significant contribution to the equitable distribution of education in the country is Universitas Terbuka (UT). Since its establishment in 1984, UT has not only introduced the concept of open and distance higher education but has also provided wider access for communities in various corners of the country and abroad to obtain quality higher education. 

UT has proven to be at the forefront of creating opportunities for every individual who wishes to continue their education without being limited by distance and time. In the last two decades, UT has played a vital role in advancing higher education in Indonesia, especially for those living in remote areas. The open education concept offered by UT allows thousands of students from various backgrounds to access relevant and internationally standardized academic programs. 

UT’s journey cannot be separated from the important role played by each rector who has led this university. Each leader brought spirit and innovation that strengthened UT’s position in the Indonesian higher education landscape. Starting from Prof. Setijadi, M.A., Ph.D. (1984-1992), Prof. Dr. Benny Suprapto (1992-1996), Prof. Bambang Sutjiatmo (1996-2001), Prof. Dr. M. Atwi Suparman, M.Sc. (2001-2009), Prof. Ir. Tian Belawati, M.Ed., Ph.D. (2009-2017), Prof. Ojat Darojat, M.Bus., Ph.D. (2017-2025), and currently Dr. Mohamad Yunus, S.S., M.A. (2025-present).

Prof. Dr. M. Atwi Suparman, M.Sc., who served as the fourth rector of UT, played a significant role in strengthening the institution’s policy direction through sharpening the vision, implementing a quality assurance system (SIMINTAS), and implementing good corporate governance principles that shaped a work culture oriented towards achieving targets. Under his leadership, UT’s infrastructure was also massively developed, the organizational structure was reorganized according to needs, and leadership at UPBJJ (UT Regional Learning Centers) and UT units began to be filled by internal lecturers. He also initiated a performance-based employee incentive system that improved the professionalism and welfare of UT’s workforce. 

Next was Prof. Ir. Tian Belawati, M.Ed., Ph.D., who served as the fifth rector of UT, continuing the transformation initiated by the previous UT Rector. During her leadership, she marked an important milestone by promoting a strategic policy of intensifying the utilization of information and communication technology (ICT). Through the UT Online initiative, various academic and management services were transformed online, ranging from the digitalization of learning materials and the online tutorial system (TUTON), a digital library with digital resources and a virtual reading room, to a web-based examination system. Student services were also strengthened with the presence of the UT Service Center (SALUT), a contact center, and Hallo UT, as well as an online academic administration system that facilitated access to registration, payment, and various other services. It was also during her period that UT’s now iconic tagline was born: making higher education open to all—a strong commitment to opening up access to higher education as widely as possible for the Indonesian people. Not only that, UT’s status also transformed into a Public Service Agency State University (PTN PK-BLU), accompanied by the implementation of an equivalent remuneration system to improve the welfare of employees, both at the central and UPBJJ levels. This achievement further solidified UT’s role as a pioneer of adaptive and inclusive distance education in the digital era. 

After that, Prof. Ojat Darojat, M.Bus., Ph.D., who became the sixth Rector of UT, affirmed his role as a pioneer of digital-based distance education with various strategic breakthroughs. One monumental step was the development of a digital learning ecosystem that integrated all of UT’s information and communication technology systems to strengthen the quality of academic services for students throughout the country. This reform also included updating academic and administrative policies to be more adaptive to technological developments and stakeholder expectations. Even during the Covid-19 pandemic, UT proved its resilience by accelerating the use of UT Online, which significantly facilitated students in accessing learning materials without geographical barriers. Innovative policies such as sending learning materials directly to students’ addresses were clear evidence of UT’s commitment to realizing inclusive and quality access to higher education. It was also during Prof. Ojat’s era that UT officially transformed from a PTN PK-BLU to a PTN BH (Legal Entity State University), an important milestone that granted UT high autonomy to continue innovating and serving Indonesian education. 

Currently, UT is led by Dr. Mohamad Yunus, S.S., M.A., who continues the great vision of his predecessors. Under his leadership, UT is further strengthening its position as a pioneer of distance higher education in Indonesia. Dr. Yunus is leading UT towards a more advanced era of digitalization, by introducing more interactive and effective technology-based learning systems. He also focuses on improving the quality of services and facilities for students, as well as expanding cooperation with various universities and international institutions to further develop UT’s capacity as an inclusive higher education center. Not only that, during his leadership, a new single curriculum was also launched, designed to be more relevant to the needs of the business and industrial world (DUDI). Of course, to support this, Dr. Yunus is also improving the quality of Human Resources (HR) within UT so that these targets and aspects can run and be realized well. 

As a higher education institution committed to providing access to quality education, UT continues to innovate and adapt to the times. With the support of all parties, especially the ranks of rectors who have made significant contributions, Universitas Terbuka remains the top choice for Indonesian people who want to continue their higher education in a more flexible, efficient, and affordable way. 

In this momentum of National Education Day 2025, UT affirms its role as an “Impactful Campus”—a campus that not only opens access to education but is also empowered and has a direct impact on society, the business and industrial world, and the national research and innovation ecosystem. UT is present as a learning center as well as a center for creating joint solutions with the community, addressing social and economic challenges through an inclusive, data-based, and technology-based approach. This concept of an impactful campus positions UT as an institution that not only produces graduates but also drives social change, strengthens digital literacy, and encourages community independence through open and distance higher education. 

Universitas Terbuka’s contribution to Indonesian higher education is clearly undeniable. With more than two million alumni spread across the country and more than 670 thousand active students to date, UT continues to demonstrate its role as a pioneer of distance education in Indonesia. 

UT not only opens access to borderless lectures but also proves that the quality of higher education can be felt by anyone—from remote villages to city centers, from civil servants to private sector workers, from housewives to the diaspora abroad. Responding to the challenges of the times, UT is present not only as an educational institution but as a driver of change and a catalyst for the development of superior human beings, for the progress of a more inclusive, intelligent, and globally competitive Indonesia.
