Kuningan, June 24, 2025 — Universitas Terbuka (UT) continues to expand its service reach in the regions by inaugurating the Ar-Rahman Amanah Kuningan Universitas Terbuka Service Center (SALUT), located in Kramatmulya Village, Ciawigebang District, Kuningan Regency, West Java. The inauguration of this SALUT was carried out by the Regent of Kuningan, Dr. H. Dian Rachmat Yanuar, M.Si., on Tuesday (June 24, 2025), marking an important moment for strengthening inclusive access to higher education in the region.
In his speech, Regent Dian expressed his full appreciation and support for the presence of Universitas Terbuka in Kuningan Regency. He affirmed that UT is no longer just an alternative, but has become the primary choice for the community in pursuing quality and flexible higher education.
“Universitas Terbuka is now present in Kuningan. Hopefully, its presence will make it easier for the community to access higher education, and become the primary choice, no longer just an alternative,” said Regent Dian.
The Regent also highlighted the great potential for utilizing SALUT among local government officials. Of approximately 14,000 civil servants (ASN) in Kuningan Regency, about 2,000 still do not hold a bachelor’s degree. He hopes that the presence of SALUT can be utilized by ASN, village officials, contract workers, and the general public to improve their capacity and competitiveness.
“This is a great opportunity, not only to pursue academic degrees but also to form superior, competitive, and forward-thinking human resources,” he added.
Furthermore, the Regent is optimistic that the presence of SALUT UT in Kuningan will support the achievement of regional priority programs, including increasing the average length of schooling, increasing higher education participation rates, and accelerating the realization of the “Kuningan Melesat” (Kuningan Leaps Forward) vision.
Aligned with National and Regional Visions
Present on the occasion, the Director of UT Bandung, Drs. Enceng, M.Si., stated that the establishment of SALUT Kuningan is in line with the Eight Agendas (Asta Cita) of the President of the Republic of Indonesia, Prabowo Subianto, which emphasizes strengthening human resource development through equitable access to education and health services.
“SALUT is a gateway for local communities to become part of the national education transformation. We are not bringing buildings, but bringing new hope for the future of education in Kuningan,” explained Enceng, M.Si., Director of UT Bandung.
“The presence of SALUT in Kuningan supports the national vision and also the ‘Jawa Barat Istimewa’ (Special West Java) vision, as well as the 6th mission of the ‘Kuningan Melesat’ program, which is resilient development focusing on improving education, health, and social infrastructure services,” explained Enceng, M.Si.
He added that UT, as a state university organizing Distance Learning (PJJ), excels in providing flexible and affordable access to higher education for anyone, anytime, anywhere.
Flexible and Inclusive Education from Village to Global
With the PJJ approach and information technology-based learning system, SALUT Ar-Rahman Amanah Kuningan allows people in the regions to pursue higher education without having to leave their jobs, families, or hometowns. SALUT also functions as a center for academic and administrative services, learning assistance, and a space for interaction and collaboration among UT students in the local area.
The presence of SALUT is not only a physical means of educational services but also a symbol of the state’s presence in providing equitable and fair access to higher education, in accordance with constitutional mandates and sustainable development directions.

The inauguration of SALUT UT in Kuningan is a strategic step in addressing the challenges of limited access to higher education in the regions.
