SUPIORI – To improve the quality of human resources (HR), especially for state civil apparatus (ASN) in underdeveloped, frontier, and outermost (3T) regions, the Supiori Regency Education Office has officially partnered with Universitas Terbuka (UT) Jayapura. The signing of the Cooperation Agreement (PKS) took place on Wednesday, March 22, 2025, and was attended by the Regent of Supiori, Heronimus Mansoben, S.IP., M.Si., along with local government officials and the Director of UT Jayapura, Fajar Rahmadhani, S.Sos., M.Si.
Expanding Educational Access in 3T Regions
The Director of UT Jayapura, Fajar Rahmadhani, stated that UT’s presence in Supiori Regency is a tangible step in bringing higher education access closer to the community, especially for ASNs spread across remote areas. “UT is here as a distance education solution that has proven effective in reaching communities in 3T regions. Supiori is a special area, and we are ready to continuously support HR development here,” he said.
Meanwhile, the Regent of Supiori welcomed the presence of UT Jayapura as a strategic partner for regional development. In his speech, Regent Heronimus emphasized that education is key to facing the era of disruption and digital transformation.

“This is where the role of collaboration becomes very important. Universitas Terbuka, with its innovative distance education system, has proven to be an effective solution for reaching a wide audience, including those with geographical and time limitations,” said Heronimus.
He hopes this cooperation opens broad opportunities for teachers, educational staff, and Supiori ASNs to improve their qualifications without having to leave their duty stations.
The Regent of Supiori also added that UT’s presence in Supiori is expected to bring study programs relevant to regional development needs, including strengthening local capacity towards superior and globally competitive human resources.
As a region categorized as 3T, Supiori is now opening a new chapter in equitable higher education. By collaborating with Universitas Terbuka, the local government proves that distance and geographical limitations are no longer barriers to accessing quality education.
