As the pioneer of distance learning (PJJ) operation, Universitas Terbuka (UT) is ready to assist human resource (HR) capacity building by opening the access to higher education for the people of Indonesia, and simultaneously, promoting better Gross Enrollment Rate or Angka Partisipasi Kasar (APK) for higher education. UT’s in terms of the improved equitable access to higher education for all the people of Indonesia is in line with the government’s road map in promoting higher education in unlimited scale and at affordable costs. Hence, UT continues to build partnerships with various institutions of different sectors, including local governments in order to improve HR quality and competence of the local communities.

On 11 July 2022, one effort was put into effect in realizing the capacity building and institutional development in the Regency of Garut, where the signing of Agreement was done by UT and the Local Government of the Regency of Garut. The scope of the Memorandum of Understanding between the UT’s Rector, Prof. Ojat Darojat, M. Bus., Ph.D., and the Regent of Garut, H. Rudy Gunawan, S.H., M.H., M.P., consists of education and teaching, research and development, community services, as well as joint resource utilization.

UT’s Rector extended his high appreciation to the Regent of Garut, who has made some breakthrough on the HR capacity building and institutional development for people’s prosperity. Prof. Ojat also thanked him for giving the opportunity to UT to help the people in Garut in building sustainable institutional development. By the signing of such agreement, full supports are shown by both parties, UT and the Local Government of the Regency of Garut in their collaboration to prepare superior, smart, and highly productive human resources, who are able to contribute constructively for the development of the nation and country.
