For nearly four decades, Universitas Terbuka (UT) has consistently enhanced its educational access and service quality. As a state university that transformed into a State University of the Legal Agency (PTN-BH) in 2022, UT is relatively young compared to the other 20 PTNs achieving PTN-BH status. Moving forward, UT will face new phases and challenges in its business processes as it strives to deliver higher-quality education services, products, and systems. To realize this goal, the support and availability of quality internal human resources (HR) at UT are crucial. Therefore, in an effort to improve HR quality and organizational refinement, UT conducted the Oath Taking and Inauguration of Non-Civil Servant UT Employees (PUT Non-PNS). A total of 677 employees, consisting of 347 employees from UT Central Office and 330 employees from UT Regional Offices, took their oaths and were inaugurated to perfect UT organizational structure as a PTN-BH.

The event was held at the Gedung Serbaguna (Multipurpose Hall) on the second floor of Universitas Terbuka on Wednesday, May 15, 2024. The Oath Taking and Inauguration of Employees was carried out based on the Rector Decree on the shifting of employment status from Non-Civil Servant Public Service Agency (Pegawai Badan Layanan Umum – BLU) Employees and Permanent Non-Civil Servant Employees to Non-Civil Servant Universitas Terbuka Employees (Pegawai UT Non-PNS). The event was attended in person by the Rector, the Chair of the Academic Senate, the Secretary of the Board of Trustees, Vice-Rectors, Deans, and other leaders within UT. Additionally, it was attended virtually by leaders and employees of UT Regional Offices via Zoom Meeting.
According to the Rector’s Decrees Number 5342/UN31/HK.02/2023 August 31, 2023, Number 5343/UN31/HK.02/2023 dated August 31, 2023, Number 7540 of 2023 November 30, 2023, and Number 1236 of 2024 February 27, 2024, this change in employment status established that the employees inaugurated and sworn in as Non-Civil Servant Universitas Terbuka Employees (PUT Non-PNS) are as listed.

Following the oath-taking and inauguration, UT Rector Prof. Ojat Darojat, M.Bus., Ph.D., delivered a speech. He congratulated all the newly inaugurated employees and emphasized that this inauguration marks a significant milestone in UT’s 40-year history. Prof. Ojat highlighted that this event demonstrates UT’s dynamism in addressing societal demands and challenges. As a pioneer of Open and Distance Higher Education in Indonesia, UT carries out a mandate to increase the Gross Enrollment Rate (APK) for higher education, presenting both opportunities and challenges. Therefore, UT will continue to strengthen its institutions, one of which is in terms of the quality of its Human Resources.
Prof. Ojat emphasized the importance of synergy and collaboration among various stakeholders, especially within UT’s human resources. With a workforce dominated by young, high-quality talents, UT is confident in advancing and leading further in the field. Concluding his remarks, Prof. Ojat urged all UT employees to contribute maximally to ensure UT remains strong, resilient, and capable of meeting all challenges ahead.
