As stipulated in Government Regulation (PP) No. 39 of 2022 concerning Universitas Terbuka as a State University with Legal Entity Status (PTNBH UT), the University’s vision is:

KIIARA
The organizational culture established in Universitas Terbuka’s Strategic Plan is built upon the values of Leading Quality, Integrity, Innovation, Accessibility, Relevance, and Accountability (KIIARA).
These values are defined as follows:

Student Values
UT also promotes three core values among its students: independence, honesty, and discipline. These values are continuously introduced and reinforced as the foundation for successful learning.
Independence is essential in an open and distance learning system, where students are expected to take responsibility for managing their own learning.
Honesty is a fundamental value in independent learning, as students are largely responsible for maintaining academic integrity and exercising self-discipline throughout their studies.
Discipline is equally important for success in open and distance learning. Without strong discipline, students may find it difficult to manage their study time and learning strategies, which could delay their academic progress or prevent them from completing their studies successfully.
